The shelter is currently at 225% capacity and shelter officials said they cannot keep the overflow areas cool enough for the number of dogs there.
They said housing multiple dogs per kennel was on the table, but that could cause safety issues.
Due to the heat and overcapacity, Cincinnati Animal CARE is waiving adoption fees for all adult dogs through Friday. Adopters will still need to purchase a Hamilton County dog license, according to the shelter.
